Applications related to recording, distribution, or broadcast through traditional or new media were also eligible. Special emphasis was placed on reaching underserved populations and broadening awareness of artists, genres or styles with limited access to commercial broadcast or other mass distribution vehicles.

Advisory Panels comprised of recognized leaders from a cross-section of the music world evaluated and recommended applications based on criteria focusing on artistic merit and community impact. The award to Circuit Productions was among nearly 400 grants totaling more than $35 million made by the Music Fund.

Orlando Marin grew up in the Bronx on Longwood Avenue around Dawson Street. It is the same neighborhood that many great Latin musicians came from. He is self-taught having picked up lessons from guys like Joe Rodriguez who studied with Machito's timbale player, Uba Nieto. (Orlando didn't have the money for the lessons at the time).

Orlando is one of the few drummer/bandleaders, who since the early 1950’s formed his own band. It was his first -a trio- featuring the 14-year old Eddie Palmieri on piano. His first singer with the band was Joe Quijano and the bass player was David Perez. Orlando can claim to be, at the time of this interview, the second longest running Latin band in New York, after Tito Puente's. The era that he was part of is referred to as "The Era of The Pioneers", and the decade of the 1950s is surely the greatest era of Latin music. Today Orlando continues to perform regularly at festivals, colleges, libraries, museums and health facilities including nursing homes and hospitals.
